Resumo: | This dissertation has as its main objective to measure the technological gap between Brazil and selected countries of the European Union in manufacturing sectors as well as ascertain which countries occupy the leadership of each sector in terms of their innovation capabilities. In addition, it will determine how the non-leaders are moving towards the cutting-edge of innovation inside each sector. These results will be the base for the measuring of aggregated gaps by technological density and national scopes. Therefore, based on the Evolutionary Theory and using firm-level data, eight indicators will be built to represent the efforts played by firms in order to produce innovations and the effective results of these efforts, i.e., the innovations that are actually introduced in the market. Then, this work will use these very indicators as the basis to propose its own measuring method of technology gap, opposed to the aggregated methods recurrently found in the economic literature. The method should not only be able to measure gaps but also provide evidences about the quality of the innovative efforts played by firms, as well as how the difference between them can help to understand the unconformity of the innovative performance between countries.
