Resumo: | The importance of oil and natural gas in economic and strategic terms can be measured for the fact that these products support more than half of world energy demand matrix. At the lasts decades Brazil has stood out in the exploitation reserves of offshore (deep water) oil and gas in reason of the successive technological advances achieved in the area. However, to consolidate itself as a research hub of international class, the sector needs to overcome the technological challenges encountered in the extraction and production of oil and natural gas in geological area of the pre-salt. To address these obstacles, PETROBRAS has demanded innovations developed by partner companies and research center. This study is guided by the perception that innovations are carried for solving technical-economic problems which require accumulated knowledge - tacit and codified - and comes from a historical learning process. The new regions of oil exploration require technological advances that exceed the natural difficulties (light, temperature, pressure in big deep, geography of the ocean floor; ocean currents; distances between the platforms and the continent and between platforms and wells on the ocean floor; etc.). In the offshore sector, these developments often result from incremental innovations and/or architectural, or development and/or combinations of already known technologies. The innovation strategy based on partnerships and these types of innovations allows to reduce the uncertainties inherent in innovative processes, costs and time of projects. In this context, this study aims to contribute to discussion of the network linking partners focused on offshore innovation, we call PETROBRAS System of Innovation (PSI).
