Resumo: The Latin American development, currently, occurs in the design of regional integration in order to establish a coordination of macroeconomic policies and sectoral bodies from the Mercosul. Aiming to boost the integration and improve the competitive aspects of the economies of States Parties that make up the block, the education has been regarded as one of the most important and dynamic for this purpose. The articulation of educational policies developed by governments of the Mercosul countries integrate their systems and their educational practices from propositions and guidelines contained in the education plans drawn up by Education Sector in Mercosul. Supported in the theory of cepal heritage and ideology of the Theory of Human Capital, the authors of the project of regional integration by establishing the functions of education in the peripheral development that has characterized the social formations and make up the Mercosul, understand it as a social policy capable of acting correctly in the contradictions experienced by peripheral capitalism, operating in favor of improving competitiveness of their economies and the promotion of equity and democracy. Then, the objective of this research is to check how education has been characterized as a social policy in this common strategy for development within the Mercosul. This is a documentary research whose sources are the educational plans of the education sector in Mercosul and official documents of the Brazilian government and the Mercosul.
