Resumo: | The importance of good trafficability of rural roads goes beyond the interests of rural producers, who need good roads for the flow of production, receipt of inputs and the search for public services in the city, at any time. The economic dependence on agribusiness is increasing and comprehensive, as this reflects on the supply of urban areas; regardless of weather conditions, trade and food diversity need to keep consumers constantly supplied throughout the year. At the same time, rural producers invest in the diversification of their products, to stabilize their annual income, regardless of climatic instabilities. Thus, the research problem this work intends to answer is: are there any criteria in the management for the maintenance and conservation of these roads developed by the municipal government? Aiming to identify and analyze the form of management applied by municipal public bodies, in the conservation and maintenance of rural roads in the Northwest of Paraná, it was identified that in the municipalities participating in the research, there is a unique and individual form of each municipality, both in terms of availability. budget, as well as in the way of managing when it comes to the maintenance and conservation of rural roads. The 61 municipalities in the mesoregion of Paraná participated in the survey, and 33 responded, represented by the secretaries or assistant secretary for civil works and the environment. After that, the data were compiled, where it was possible to observe that 91.7% have control and identification of the roads, however, use of location points and/or names of the roads. When it is necessary to quantify kilometers, COPEL's databases are used for conservation and maintenance of the roads. Furthermore, there is no specific budget for this purpose, they are incorporated into the total budget in a proportion of 11% to 30%. It concludes that, although there is no exclusive dedication, maintenance and conservation are carried out individually, but individually for each municipality, and may serve as a basis for the start of programs that enable the allocation of funds, labor and standardization of procedures. |
