Proposição de aperfeiçoamento do Modelo de Excelência em Gestão Pública: aplicação na Universidade Federal da Integração Latino-Americana (UNILA)

Resumo: The concern with excellence in the Brazilian Public Administration has grown in the last years, influenced mainly by the citizens' awareness about the need to improve public services. This led the State to institute a specific program of quality management, denominated Gespública, which resulted in the Model of Excellence in Public Management (MEGP). The model, operationalized by a points system, allowed a holistic view of management, since it measured criteria such as Governance, Strategies and Plans, Citizen-user, Public Interest and Citizenship, Information and Knowledge, People, Processes and Results. Despite this, Gespública and MEGP always had low adhesion in the public sector, especially, between the Federal Universities, and the federal government in 2017 revoked them. However, the model is an important contribution to managerial improvement and its analysis with universities can be a starting point for its improvement. In this context, based on a qualitative approach, this study aims to improve MEGP by proposing a set of improvements, tools and tools to facilitate its use. For this, the institution under study is the Federal University of Latin American Integration (UNILA), whose challenge is its strengthening and academic, administrative and social consolidation. In addition, the Ministry of Planning, Budget and Management and the 63 federal universities were consulted to verify the main difficulties related to the implementation of MEGP. As a result, it was verified that 58 universities did not join Gespública and MEGP and that UNILA, in its self-evaluation process, adhered to 63,38% of the model of excellence in public management. Thus, to enhance the managerial practices of the university, 21 proposals for improvements, with their respective management tools, are indicated, which can be used as reference by other universities and public organizations that wish to use the MEGP
