This research focused on the change of paradigms in the understanding of childhood and adolescence manifested by the perspectives of the Social Assistance Policy, following the transformation of the conception of "minority" to one of "subjects of rights" from the approval of the Statute of the Child and Adolescent (ECA) in 1990. To this end, we rescued the process of implementing the Institutional Foster Care Service in the municipality of Toledo/PR between 1973 and 2022, with the following objectives: 1) to historically support the long process of building the right of children and adolescents, with emphasis on the process of implementing the Institutional Foster Care service in the municipality of Toledo; 2) contextualize the execution of the service offered by the Lar Belém Charitable Entity, identified as one of the first institutions to offer a foster care service in the western region of Paraná. 3) analyze the relationship between the current Institutional Foster Care Service of Toledo and the Statute of the Child and Adolescent. Based on documentary, oral and memorial sources that are directed to the historical recovery of the implementation of the Institutional Reception Service of the municipality of Toledo/PR, but that in addition methodically deepens in the discovery and study of a space called Lar Belém that performed this type of care before the legislation Statute of the Child and Adolescent. It focuses on the analysis of the Social Assistance Policy and its effectiveness in the childhood category.
