Resumo: The TICs usually present several management and performance difficulties that come from the government, from the STIs in which they are inserted and from the TICs themselves. It is also evident that the TICs themselves can resolve or at least alleviate these difficulties, with the utmost importance being support in improving the management of these departments, equipped with strategic tools. Therefore, the objective of this study was to propose actions to improve the management of the TIC of the Western Paraná State University with a view to the efficiency and sustainability of the activities of the department, through proposals of strategies, goals and performance indicators, forming a strategic planning for the TIC. Through the diagnosis of the TIC under study - which included participant observation and documentary research at the TIC, application of questionnaires to the internal academic community of the university where the TIC is located and interviews with the coordinator and other TIC collaborators - it was found that the university and the TIC in question have great potential for impact in the region in which they operate, in the country, and, gradually, in the world, however, it was possible to verify that, as verified through the systematic literature review on the TICs in Brazil and in the world that was presented throughout this work and more specifically in Chapter 2 detail 2.5, the TIC in question presents several management and performance difficulties that come from the government, the university in which it is inserted and the TIC itself. Among the problems arising from the government and the university in which it is inserted, the lack of positions created for the TIC stands out, the lack of its own budget, the university's internal bureaucracy and the lack of knowledge and experience of the university regarding aspects that the TIC needs. Among the problems arising from the TIC itself, the lack of organization and updating of its digital and physical files and of its communication channels, the lack of standardization of its activities and processes, the lack of knowledge management in the department, lack of control of your cash inflows and outflows, lack of proactivity and great distance and lack of interaction with researchers from the university where you are inserted. Based on the literature review and the diagnosis of the TIC object of study, the Canvas, the SWOT analysis as well as the mission, vision and objectives of the NIT object of this research were elaborated. Then, with the previous bases proposals for actions were developed to improve the management of the TIC at the Western Paraná State University, through proposals for strategies, goals and performance indicators, forming a strategic plan for the TIC. With the exploration of opportunities, with the fulfillment of objectives, strategies and goals and with the monitoring of the performance indicators listed in this study, the problems and difficulties diagnosed can be resolved or mitigated. As a contribution to the TIC object of the research, there is the possession of a planning and monitoring instrument to subsidize its activities in an efficient and sustainable manner. It is noteworthy that the result of this study can serve as a basis and be adapted in other national and international TICs, given the similar difficulties faced by these departments.
