Resumo: | This research aims at analyzing the exercise of the social control of health policies in frontier areas, precisely the city of Foz do Iguaçu, due to its distinctive profile in the State of Paraná as it shares frontiers with both Ciudad del Este (Paraguay) and Puerto Iguazu (Argentina), being categorized as an international triple frontier municipality. In such area, many are the reasons that intensify the cross-border flow, one being the need for health care, as many foreigner citizens seek treatment through the Brazilian Unified Health System (SUS), be it for surgeries, vaccination or regular appointments. Upon this scenario, the intention was to understand the inherent singularities to the roles of municipal councilors in frontier area regarding the health policies to this locality. In this way, it is a descriptive study of a qualitative approach, based on primary data collected through interviews with the councilors and secondary data harvested upon analysis of the minutes of the Municipal Health Committee – Foz do Iguaçu – reunions during the period of 2006 to 2008, when the Integrated Health System – Frontiers (SIS Frontiers) program was implemented. The results are displayed in three different essays that analyze and bring light to the significant content arising from such data. In the document analyses of the COMUSFOZ it is evident that the specificities regarding health in the frontier area were not given required attention from the subjects that incorporate the social control of health in the city of Foz do Iguaçu. Neither the adherence of SIS Frontiers by the local government and the approval of an operational plan in the CMS were able to maintain and design public policies that could hold the exercise of social control in the international triple frontier city. During the field study, it was noticeable the absence of debates regarding health policies strictly directed to the frontier population and, as to the demands of permanent education, it came to light that the councilors had not taken part in the permanent education program about health in the frontier areas, therefore categorizing their qualification as unsatisfactory to practice the activities related to the needs of the frontier populations. Hence, it is necessary that the debates concerning health in the frontiers be amplified as means to exert better social control of local health policies. At the same time, it is advisable to perform education mechanisms that bring light to this subject in order to enhance actions that support the exercise of social control oriented to the real necessities of the Brazilian municipalities located in the frontier areas. |
