Resumo: | Nurses play a fundamental role in the systematization of care at the first level of health care, just as, when working in border regions, they need to have a clinical and managerial practice that meets the specific needs of these locations. The objective of this research was to map the essential skills of nurses who work in the Primary Health Care network in twin cities on the border line: Brazil and Paraguay. This is a descriptive exploratory research with a qualitative and quantitative approach, carried out in three stages: 1st document analysis; 2nd Application of a semi-structured questionnaire using the Framework of Essential Competences in Public Health, composed of six domains; 3rd mapping of competencies. The data collection period was from February to July 2020. Quantitative data were analyzed using the R software using the 5% significance level and qualitative data using the Collective Subject Discourse analysis technique. The survey counted on the participation of 6 twin cities, in which 64 nurses answered the questionnaire, the documentary analysis used the 2017 National Primary Care Policy and the Nursing Professional Exercise Law No. 7,498 / 1986 as bases to identify the necessary skills of the nurse, however, in the absence of official documents that guide the professional practice of nurses in the border region, a mapping of scientific evidence on the topic was carried out, using the scoping review technique. Regarding the characterization of the participants, there was a predominance of females (89.10%) and a degree of specialization (70.31%). The bivariate analyzes showed limitations of the interviewed group in applying the competences that they claim to have knowledge, regarding the competence gap, was identified in domain 2 "Surveillance and damage control" of the variable region of operation (p = 0.014). From the analysis of the speeches, ten Central Ideas emerged, namely: Assistance to Brazilian and Paraguayan pregnant women; care for Brazilian and Paraguayan children; management of the multidisciplinary team; private activities of the nurse; provide cultural assistance for a humanized approach; carry out family / community orientations; perform a situational diagnosis of the border community; foreign language compression; know the epidemiological profile of the border; notions of Paraguay's health policies. As well as, the description of the activities carried out, enabled the development of 29 competencies and the remaining 5 specific competencies for the job. It is hoped through the findings of this research, to create the opportunity to develop an instrument for assessing the professional performance of nurses, as well as to use the skills that emerged in the construction of the professional profile for the position of Primary Care nurses in the border region, the which meets the objectives of conducting competency mapping. In addition to proposing an institutional plan for the development of the skills identified as a gap in the adapted instrument of the Pan American Health Organization. |
