The municipality of Francisco Beltrão, located in the Southwest of Paraná, is historically constituted by social and natural elements, by materiality and immateriality. It is a territory determined by multiples relations and which must have a identity burden that must be considered in order to promote the local development. Our proposal on this survey was to identify and characterize economic, cultural and natural elements of the Municipality, subsiding ways of territorial elements and considering the preservation and the multidimensional appreciation of territory. Reaching the expected results we have accomplished: rescue of constitution of historic process of Francisco Beltrão territory; discussion about territorial approach and the concepts used on it; relation of elements that can be considered cultural and natural patrimony of the municipality, and finally, we have identified the productive process that can ally the social and natural development of the territory. The attained results indicate that it is possible a new model of development, that is not determined only by the actions of the capital. It is possible to materialize actions that respect the cultural traditions and the natural aspects, giving value to the social groups identities of Francisco Beltrão. However, this model, that integrate the economic activities, the politic dynamic, the cultural characteristics and the natural space must be discussed and built on the day after day of population, seeking for a certain autonomy of local society.
