Resumo: This work has as objective to analyze the effectiveness of public policy proposals for the confrontation of domestic violence against women in the city of Cascavel, state of Paraná. Still, demonstrates that public policies aren’t neutral, what couldn’t be different when dealing with gender issues, especially, when aimed at women in situations of domestic violence, because it involves conceptions of society, especially those derived from the patriarchal system, that organizes and form and formats the power relationship between men and women. The federal law n°11.340/2006, known as “Maria da Penha”, features focus on the woman. This law in addition to criminalize domestic violence, is the basis for all new public policies directed to the woman, based on decentralization and transversality of policies, with the involvement of several sectors to combat the phenomenon. From a theoretical framework based on the conception that to change the reality of domestic violence, it is necessary to confront and to publish the problem, in all spheres of the federation. From a qualitative approach, it was investigated whether the effectiveness or not of the policies, and the perception of the users, especially in the questions of security and protection. To carry out the research, it was used data collected at the Institutional Shelter Unit for Women - Vanusa Covatti. As well as the accomplishment of interviews with women who were welcomed in this shelter in the year 2013. As the main finding during the investigation, it was verified that the State of Paraná joined to the Pact to Combat violence against women in 2007, receiving federal resources through the SPM, to develop actions directed toward the confrontation to the violence against the woman. The city of Cascavel joined the pact in 2013 after meeting all the required requirements. However, fulfill all the requirements provided didn’t mean providing greater protection and security for women, since the result of this research demonstrates that for these factors to be realized it is necessary to change the behavior of the whole society, both men and women. In order to overcome the dichotomy in gender relations that are overlapping in the conceptions and execution of public policies, thus, these need to be to be clarified and dealt with properly.
