Regionalização e planejamento do desenvolvimento regional: o caso do Oeste do Paraná

Resumo: | This research aims to discuss and propose a regionalization for the West of Para-ná State, which guides the prioritization of economic development strategies, co-ordinated by the West in Development Program (POD). To achieve this objective, we used the methodological procedures of regionalization via SKATER, produc-tive specialization via Locational Quotient, number of companies and participation of jobs for the POD and in its spatial clippings. The results of the regionalization generated five spatial cutouts for POD’s Coverage Area. The first region (REG01) is composed of two municipalities - Foz do Iguaçu and Santa Terezinha de Itaipu –, being the Urban Region. The second region (REG02) comprises 16 municipali-ties - Boa Vista da Aparecida, Capitão Leônidas Marques, Céu Azul, Diamante D'Oeste, Itaipulândia, Lindoeste, Matelândia, Medianeira, Missal, Ramilândia, Santa Helena, Santa Lúcia, São José das Palmeiras, São Miguel do Iguaçu, Ser-ranópolis do Iguaçu and Vera Cruz do Oeste, being the Mixed Livestock Region. The third region (RG03) consists of 21 municipalities - Santa Tereza do Oeste, Campo Bonito, Iguatu, Brasilândia do Sul, Maripá, Corbélia, Braganey, Cascavel, Ibema, Anahy, Palotina, Guaíra, Jesuítas, Nova Aurora, Cafelândia, Terra Roxa, Formosa do Oeste, Tupãssi, Ubiratã, Assis Chateaubriand and Iracema do Oeste, being the Grains Region. The fourth region (REG04) consists of 09 municipalities – Mercedes, Marechal Cândido Rondon, Pato Bragado, Quatro Pontes, São Pedro do Iguaçu, Entre Rios do Oeste, Nova Santa Rosa, Toledo and Ouro Verde do Oeste –, considered a Swine Region. The fifth region (REG05) consists of 06 mu-nicipalities - Iguaçu Falls, Três Barras do Paraná, Nova Laranjeiras, Catanduvas, Diamante do Sul and Guaraniaçu, being the Rural Region. The results of produc-tive specialization showed that, in the regionalization of the geographic micro-regions of the IBGE, 10 productive specializations were obtained with locational quotients above 2. In the regionalization of the immediate regions of IBGE, 13 productive specializations were obtained with locational quotients above 2. Lastly, in the SKATER regionalization, 14 productive specilizations were obtained, with locational quotients above 2. The results of the field research with agents partici-pating in the POD revealed that 96% of the interviewees endorse the existence of a regionalization to plan the strategies of regional development of the POD. When consulted on the most appropriate regionalization for the POD, 55% was obtained for the geographic micro-regions, 5% for the immediate regions and 40% for the SKATER. Finally, it is concluded that the planning strategies of the Regional Economic Development, of the western portion of Paraná must include the pro-ductive specializations according to each territorial cut and how they are connect-ed with the export productive chains of the region. |
