Resumo: | Public bodies lack performance evaluation tools to improve management and decision-making relevant to the services provided to the population. There is a lack of specific tools that contribute to performance evaluation, taking into account the particularities of these public bodies directed to the public interest, which can be useful in the decision-making context. The evaluation of public sector performance must consider situations particular to it, such as institutional pressures on stakeholders, because these explain the different ways of measuring performance in public service organizations. The Federal University of Fronteira Sul – Campus de Laranjeiras do Sul is in this context, which needs performance evaluation tools to improve management and support decision-making. Thus, this study aims to build a Multicriteria Constructivist Performance Assessment model to support the Administrative Coordination of Campus Laranjeiras do Sul, based on the needs and perceptions of the decision maker. To achieve this objective, the Multicriteria Decision Support-Constructivist methodology (MCDA-C) was selected. This is an exploratory and descriptive case study. The logic of inductive research was adopted, using primary and secondary data, with a qualitative and quantitative approach. The construction of the model, according to the perception of the decision maker, took place through interviews with the administrative coordinator of Campus Laranjeiras do Sul. For the criteria in which Campus Laranjeiras do Sul performed at a compromising level, improvement actions were proposed in order to leverage global performance. The MCDA-C Methodology made it possible to identify the important aspects for evaluating the performance of the activities of the Administrative Coordination, according to the perception of the responsible manager. 131 EPAS were identified, and 136 concepts were built, distributed in 15 Areas of Concern. Cognitive maps and descriptors were made, which allowed the expansion of knowledge for the decision-maker. In general, the constructed model enabled the definition of institutional priorities and the elaboration of actions for improvement that will increase the performance of the Administrative Coordination of Campus Laranjeiras do Sul.
