The present study examines the Brazilian Social Security system, and the main research goal is to discuss the technical-political relations of the social workers that provide service to the Professional Rehabilitation Service of the Executive Management of Cascavel/PR. We aim to apprehend, understand and analyze the social workers intervention of National Institute of Social Security - INSS, in the Professional Rehabilitation Program, of the executive department of Cascavel/PR. During the research, which consubstantiated this dissertation, we followed the path that responded to the following research problematic: after concretely verifying in the field of legality and professional praxis that from the FHC government, the state counter-reform changed and expanded the competences and attributions of the professional social worker in different spaces of action; this observation allows us to affirm that the social service profession ceased to materialize its competences in social security with regard to the Professional Rehabilitation Service? The research process was based on the exploratory study, using qualitative and quantitative contents present in three moments: bibliographical research, using Marxian and Marxist references, as well as social security legislation; field research, conducting interviews with professional social workers that worked exclusively in the Professional Rehabilitation Service; and data acquisition , extracting information from the medical records. The research affirms our understanding that the Rehabilitation Service as a field of competence of professional action, in view of the recognition of the Social Work field in this field. However, it makes the considerations regarding the setbacks of the social security policy and the possible proposals to be made so that they can also become Social Service area.
