Resumo: This study aimed at mapping the process of municipality's public works management and verifying the risks associated to the contracts implementation managed by Foz do Iguaçu to improve this process monitoring. This research is a qualitative approach, with a descriptive classification of facts and of an applied nature. Data collection occurred based on documentary research, whose information was obtained from the municipality's transparency website, with analysis supported by the guidelines of manuals and control standards of the General Comptroller of the Municipality, the Court of Auditors from Paraná (TCE/PR) and General Comptroller of the Union (CGU). It was found out that the procedures that pose the greatest risks in contract management are associated to the lack of controls to verify administrative procedures, which involve, in particular, labor and social security issues, which can become legal proceedings that have required public resources in the future. In relation to the technical supervision of the works, although there are enough records to attest well-done legal and technical aspects, it was observed that there are no specific local standards that require the standardization of engineering reports, nor formally established protocols to be followed by the supervision teams. Finally, this research suggests actions that can allow improving the contract management and inspection work, as well as guarantee better application of public revenues, aimed at investments in civil construction works that are carried out by the municipality.
