Resumo: This paper seeks to analyze the association of municipalities of Paraná Centre (AMOCENTRO) compared to its aim of promoting territorial development in associated municipalities. In addition, aims to verify that the territorial plan for sustainable rural development (PTDRS) 2011, followed by AMOCENTRO, compared to their territorial development goals are sufficient to promote such a process. For this were used the exploratory method in order to offer greater intimacy with the proposed research problem. As a tool, semi-structured interviews were conducted in loco, and applied to 20 representatives involved with AMOCENTRO to identify whether the institution promoted or promotes the development of municipalities in the region from its guidelines, especially PTDRS 2011. Data analysis was based the factors discussed in this work as inherent in the territorial development process (social capital, human, civic, institutional, governance and power networks). The main results were classified into three lines of reasoning. The first evidence shows that there is capacity to promote regional development. However, this is opportunistic ways and not as a strategy or active action. The second line talks about the fulfillment of the goals PTDRS 2011, which were not met. Of five axis, none managed to fulfill all actions. Allied to this, the results exposed the plan was not officially monitored, and to the present time was not reclassified or rethought. The third line showed that the lack of human and financial resources and infrastructure the territory crashes or slows down the development process. Also showed that AMOCENTRO must work collectively, but without losing their independence and political representation, working incisively to promote actions aimed at improving the quality of life of the population of the territory.
