Resumo: The objective of the research presented in this dissertation is to understand the strategies adopted by users in relation to the way how to works public health in the triple border (Brazil, Paraguay and Argentina), in the city of Foz do Iguaçu, specifically in regard to the assistance for border people (foreigners) and brasiguaios in Health Units. The research sought the understanding of the mechanisms used by these subjects for be Attended by the association of methodologies of Historiographic research and oral history, in a qualitative perspective. The intention was to focus the senses created by users in relation to their national identity, that is, tensioned between coming and going, their belonging to national identity and normatization for access to public health. For this, purpose we conduct interviews with health and border people. The main objective of the interviews is to let the subjects of the research manifest about the reasons that bring them to the city of Foz do Iguaçu to are attended in the public health network, their experiences, feelings and desires in relation to health. The research begins with the presentation of the subjects searched, description of the methodology and discussions about sovereignty and transgressors. Next, are explore issues related to the construction of the territory of Paraná and the presentation of the territory of the research. Bringing the reader closer to the theme researched topic bring research legislation, texts and information about the organization of the Unified Health System (SUS) and about a health organization and operation in the city of Foz do Iguaçu. Finally, we enter in the analysis of the interviews of the agents of the health and the border people about the health. The dilemmas present in the health care in borders region interfere directly on the conduct and procedures adopted to promote the health of brasiguaios and border people (foreign) portrayed in this dissertation.
