Resumo: This dissertation aims to investigate what are the conceptions of evaluation and quality of basic education present in World Bank documents (1996-2018) and to what extent they are incorporated by the evaluation policy in the State of Paraná. In addition to acting as an international financial institution that grants loans to developing countries, the World Bank exerts influences on the formulation of social policies, including education policy, for Brazil and its states. This dissertation was based on bibliographic and documental research. As primary sources, documents from the World Bank (1996-2018) were used, as well as official documents from the Brazilian government and the State of Paraná. In addition, a bibliographic survey of productions that deal with the theme of this research was carried out in three databases: Brazilian Digital Library of Theses and Dissertations - BDTD, Scientific Electronic Library Online - SciELO, and the Periodicals portal of the Coordination for the Improvement of Higher Education Personnel - CAPES, linked to the Ministry of Education in Brazil - MEC. It was possible to see that there are elements that converge in the documents of this international organization and in the documents of the State of Paraná. It was identified that, just as the World Bank evidences, the SAEP Magazines, besides relating the results obtained in the evaluations as a representation of the quality of education, also present the categories learning, accountability, and the discourse of education as fundamental for the development of the country, highlighting the human capital category. Therefore, these documents present a neoliberal conception of education, supported by the strategy of satisfying basic learning needs, and by the monitoring and control of results, evidenced mainly from the 1990s on. It is understood, therefore, that the conception of evaluation and quality of basic education for the World Bank, which are largely incorporated by the evaluation policy of the State of Paraná, are part of a social project materialized by this international organization, which is based on the formation of skills and abilities necessary for economic growth and for the insertion in the so-called globalized society.
