The Brazil contemporary development scenario is related to the process of socio-economic restructuring and redesign of the energy matrix, in cyclical time of drought and incongruity between the world time and the crisis installed in the matter of oil on the one hand OPEC releases the free negotiation , with the new factor exploration and production of shale oil (USA), in addition to the Brazilian major investment targeting the pre-salt, placing in underutilization mature fields with marginal accumulation. These new expectations of reserve capacity lengthens the prospect of use / dependence fossil fuel, great driving force to drive / economic growth by exploration, production, transportation, refining and derivatives, which are a major tax revenue sources the country. Law No. 9,478 / 97, increased the inflow of new entrants, in addition to Petrobras. Focused on focus the municipality, especially those relevant to Basin Recôncavo Baiano, we sought to study through secondary data, adopting the statistical strategy of mixed linear regression model, with the predictor variable (royalties) and as variables answers the IFDM rates (Employment and Income, Education and Health). To validate the developed models were used the Akaike Information Criterion (AIC) and the Bayesian Selection Criterion (BIC). In the proposed conditions of analysis, there were positive socioeconomic impacts as a result of the E & P oil and gas activity in mature fields with marginal accumulation as well, there is demand to continue process of these activities in these municipalities, allowing the guarantee of increase employment and income, health and education, as basic supports local development and surrounding, the municipalities of the Recôncavo Baiano Basin. |
