Resumo: The Brazilian Judiciary is at times delicate and complex. On the one hand, there is an institutional crisis that leads to discredit from the whole society for the ability to do justice and a general sense of impunity. On the other hand, an huge growing in the demand due to the gained freedoms and rights after the 1988 Constitution, which leads to a constrain of the Courts with consequent increase in processing judgment delays. In line with the management reform of the state that migrates from a bureaucratic model to a managerial looking for similarity to industry standards, the Judiciary has proposed a reform that is rooted in the quality philosophy and management of the strategy to address the challenges. This paper analyzes how this process of modernization has evolved face the criteria of Excellence National Quality Foundation, in particular its core concepts and items to evaluate strategies and plans. The results of applying the methodology of case study on the modernization of the Court of Bahia point to progress in key performance indicators with more advanced management approaches, nevertheless an early stage of maturity.
