Resumo: Reason for this research work is a question: Why is Brazil not using regularly solar energy to produce thermal energy for domestic usage? The main aim is to discuss the energy solar energy market regulations to be applied to the low income population living in poor neighborhoods, on how to heat water using this kind of energy. Specifically three points will be covered: The first, the usage of solar energy using hot water by the population living in low income neighborhoods; The second, Market regulations for the usage of hot water through solar energy; The third points, is the relationship between the regulations of the energy industry, their objections to this system and the incentives to be given to this technology in Brazil. The facts sustaining this discussion were obtained through the institutions regulating the energy industry and the market financial agents of solar energy heaters as an asset when used to heat water to produce energy. The discussion goes by subjects as: low income, energy efficiency, substitution of electric showers and the solar energy as public good when it is used in a way to heat water.
