Dimensão regional da universidade pública: estratégias de expansão do ensino de graduação na universidade estadual de Feira de Santana (UEFS)

Resumo: Having as its background the strategy of undergraduate teaching expansion of a state public university, during the creation and implementation of new undergraduate courses, between the years 2009-2012, this research aims to understand and describe how the regional dimension permeates a group of teachers’ institutional perceptions of the organizational environment of this institution. In the surveyed period, regular courses were deployed such as Bachelor in Music Teaching, Bachelor in Chemistry Teaching, Bachelors in Philosophy and Philosophy Teaching, Bachelor in Agronomy and Bachelor in Psychology. University, region, organizational environment and strategy consisted in the categories of analysis in order to advance the understanding of the proposed objective. The undergraduate teaching expansion composed the boundary element of the research, which was inserted in those categories. In order to do so, it investigated the experience of the Universidade Estadual de Feira de Santana – UEFS, conceived as part of the public policy of internalization and regionalization of higher education in the State of Bahia, which aimed for its development. The investigation has a qualitative nature with interpretative-phenomenological and functionalist philosophical conceptions. It is, regarding its purposes, an exploratory descriptive research, which uses the case study strategy, and as methods of data collection, documentary research and semi-structured interviews. The documentary analysis had as its reference, besides the original projects of the courses deployment, other institutional documents that assisted in the investigation. After this documental step, semi-structured interviews were conducted with the main characters responsible for the elaboration of the projects of the courses, in order to enhance the comprehension about the data and information contained in the analyzed documents, giving consistence and substance to the research. In spite of the inconsistences, adversities found, and the exception to the contemplation of the technological dimension of the regional scenario, the study infer that, in the university places expansion policy adopted by UEFS, the perspective of contribution, in addition to professional training, to the region development, presents as main strategic argument for creation of undergraduate courses, creating expectations of supporting political, economical and social issues of the contiguous insertion context, inherent aspect in an institution that adopts the model of regional university as its geographic identity.
