Resumo: This dissertation tries to understand and analyze the occurrence possibility of an endogenous local development process, from a view of economic decay in the municipality of Nazaré . This is given to the fact that the globalization process has changed markets by increasing competitiveness among them and by changing the role of the market s leaders, in which the State grants place to innovative organizations. As a way of insertion of the local regions considered peripheral , the local development theory arises as a mechanism in which there is an incentive of the particular characteristics of each region, using them as potential resources and allying them to the creation of an innovative context. Thus, it is necessary the existence of integration and cooperation of local actors. Than, aiming to evaluate the existence of those endogenous factors in the Municipality of Nazaré , this study makes a diagnosis of the Recôncavo Sul region, the place in which the municipality is inserted in, as well as it makes a diagnosis of Nazaré . These diagnoses permit to analyze the causes of the region s economic decay and identify the possible structural threatens and local potentialities for a local development process. As a field research, it was made a corporative census, in which it was identified 417 organizations. Finally, it can be concluded that Nazaré has social actors that actuate in isolation, what makes them dependent on exogenous forces that are capable of changing the present scenario.
