Vulnerabilidade social e qualidade do atendimento nos centros de saúde: uma análise dos distritos sanitários do município de Salvador

Resumo: The state of lack to which the users of the public health services have to submit themselves does not diminish their capacity for evaluating the quality of the services that are rendered to them. This was the basic presupposition the from which the qualitative and quantitative research that is reported in this thesis started, once its goal was to analyze the relationship between the degree of social vulnerability of the users of the services and the capacity of these users for evaluating the quality of the assistance given at the Health Centers (Centros de Saúde - CS) in the sanitary districts of Salvador, Bahia. In this purpose, three steps were established for the development of the work. The first step consisted of a bibliographic research to examine the cultural aspects of Brazilian society, particularly the one from Bahia and the socioeconomic and health indicators of the city of Salvador, to characterize the quality programs implemented in the Unified Health System (Sistema Único de Saúde - SUS) and resources used in the assistance. These elements were analyzed according to quality evaluation techniques, pursuing to understand the relationship between the social vulnerability of the users of the CS and the quality of their assistance. The second step comprehended the establishment of a research methodology pertaining to the previous theoretic approach, which forced a delimitation of the object of research to handle its multiple dimensions, including time. Because of that, it was necessary to restrict the analysis to the area of general clinic and to the services that are directly related to it, since this area is among the ones with greatest demand and, exactly for this reason, one of the most likely to reveal the relationship of the quality of the assistance with the level of social vulnerability of its users. Finally, in the last step, there was the analysis of the data from the field research that not only confirmed the initial presupposition but also revealed the major weaknesses that jeopardized the quality of the assistance rendered in the CS of Salvador.
