This paper presents the technical and regulatory features of the Public Lighting services, discussing their responsibilities and specificity, considering the current conditions of their operation, with regard to the lack of experience and qualified personnel to manage the public lighting equipment in most cities, and the business goals of the electricity concessionaires in the restructuring process of the national electrical industry. Thus, the current condition of providing this public service and its evolution is assessed against the new features of the actors in the field formed after the restructuring fo the electricity sector, whose goals and responsibilities are being discussed, with significant changes in the relationship between concessionnaires, municipal organs and state and federal agencies, showing a possible standstill regarding the feasibility of maintenance and works on the public lighting equipment. Several points are being questionned, linked to public lighting service; however, this research mainly focussed on the management of the public lighting equipment in the municipalities. |
