The objective of this work is to analyze and characterize the internal, external and cultural organizational factors that are related to the innovation environment at the National Institute of Technology (NIT). NIT is a federal research institute that participates in and coordinates strategic technology projects of government, business, and other research institutions. For this, a questionnaire was applied from the model of analysis of the innovation environment developed by Machado and Carvalho with the inclusion of the six dimensions of Hofstede culture. The questionnaire was sent by e-mail to the NIT staff and obtained 208 respondents. Quantitative research was based on exploratory factor analysis (EFA) and correlation analysis. All statistical requirements have been met. The results of the original model were as follows: (a) there is a strong correlation between internal organizational factors and innovation; (B) there is a moderate correlation between internal and external organizational factors; (C) there is a moderate correlation between external organizational factors and innovation. Subsequently, through the EFA, a resource scarcity dimension was identified as an important constructor in the innovation process. Regarding the dimensions of Hofstede culture and innovation, we have the following correlations: Strong - Collectivism and Long Term Orientation; Moderate - Hierarchy, Risk aversion, Cooptation by organization and Weakness - Pragmatism. In summary, it can be emphasized that innovation is related to a good absorptive technological capacity and with regard to the specificities of innovation in the public sector, the bureaucratization of processes and the engagement of employees should be promoted. In addition, the participation of the team in the decision to allocate resources is necessary in the face of resource scarcity. |
