Resumo: The aim of this study was to map and analyze the elements of the organizational culture that influenced organizational and technological changes noticed at Escola Nacional de Saúde Pública Sérgio Arouca- ENSP as a result of the implementation of the management system of documents and files. To achieve this objective, we opted for a qualitative approach. The methodology, which was used in order to identify the evolution of the implementation of the system, was descriptive research and study of case. To our data collect we have used documentary survey and a questionnaire. This study was based on national and international literature that discusses the following themes: culture; organizational culture; and Brazilian culture. Besides, the theoretical framework includes a bibliographical review about information systems and management of documents and files. From this theoretical framework, we seek evidences, in the employee testimonials, of the elements of the culture in the Organization studied. We have categorized the following cultural elements: organizational climate; commitment; creativity; leader, leadership and hero; interaction and exchange; power; norms and procedures; communication process; rituals and ceremonies; taboos; organizational skill- based; and political will. From the analysis of documentary survey, reinforced by employee testimonials, it was possible to assess the implementation of the management system of documents and files and its results were classified in categories. The main conclusions reached were that there was no worker’s resistance to the new work processes of the management system of documents and files.
