Resumo: This research analyzes public policies to sertanejos farmers during drought periods, in the micro region of Sobral, in the 1970s, mainly basing the drought of 1970. During this period were implemented by the State, political as much of an emergency nature, being short as the work fronts, and those thought to be held long-term, such as irrigation projects. In order to alleviate the suffering of country people who were in difficulties to live in the countryside during the dry, governments sent resources to be used in emergency works such as construction of roads, avenues, ponds and dams. Importantly, governments also aimed to develop works capable of integrating the Northeast to other regions of the country through the National Integration Program (PIN). Another motivating factor for the implementation of such policies was the modernization of agriculture. By analyzing the Catholic newspaper Correio da Semana, belonging to the Curia Diocesan Sobral, from Ceará Mail journals and The People, filed at the Public Library Governor Menezes Pimentel in Fortaleza, the data sheet and the National Department of Works Against Drought Report (DNOCS) 1970, found himself in the body, and interviews with farmers in the hinterland Aracatiaçu and Taperuaba districts of Sobral made it possible to understand how and why these policies happened and who benefited in fact sent to the resources. Thus, the research was based from the perspective of Social English history, in dialogue with Eduard Palmer Thompson and Raymond Williams. The problem stops to think about the implementation of public policies in the micro region of Sobral for farmers during the drought of 1970. Realizing the power relations, the political clashes, as were present in the news published by the press Ceará, in the Bulletin records technical and DNOCS report, so as to engage such perceptions with memories of sertanejos farmers. Through his lines, he sought to understand their life experiences, his gaze on those government policies. Understanding how their lifestyles made possible live in the countryside during drought periods.
