The objective of this text is to deepen the discussion about social participation in the decision making process, seeking to understand the impact of the national Conferences on the legislative production. Therefore, an analysis of the guidelines of the I and II National Conference on Women's Policy and their impact on the proposals - draft ordinary, complementary and constitutional amendment projects - is carried out for women in the Federal Chamber of Deputies during The eight years of Lula's rule. More precisely, do we try to understand: did the conferences have any impact on the federal legislature with regard to women's interests? What were the themes addressed in the proposals made?
