This dissertation presents a brief evolution of the basic sanitation system in Brazil and investigates about the access of public service operators to the financial resources for investment in infrastructure. Operators institutional arrangements, those being either public or private legal entities, are described. The paper exposes the characteristics of the staff, the planning process and the operators leverage capacity and also presents the different modalities of funding resources for the sanitation sector. This paper s main objective is to analyzing the possible relations between the characteristics of those operators and the selection of the modalities of funding resources available. In that sense, three cases have been investigated, making up for a multi case study. The cases analyzed are located within the Triângulo Mineiro region, in the state of Minas Gerais, in Brazil, during the period between 2001 and 2005. The study shows the influence of the organizational structure, that of the staff, the planning process and the service operators leverage capacity in the obtaining of resources. The analysis also demonstrates that the funding resources most frequently requested and utilized by operators aiming at investing in infrastructure are the FGTS ( Fundo de Garantia por Tempo de Serviço)1, the FAT ( Fundo de Amparo ao Trabalhador)2 , the OGU ( Orçamento Geral da União)3, the local fiscal budget and tax resources. The study has shown that the presence of a group of professionals dedicated to the administrative aspects of the gathering of financial resources may be of great relevance to the basic sanitation service operator.
