Acidentes de trabalho na Prefeitura Municipal de Uberlândia: um estudo das causas e da eficácia das propostas de intervenção

Resumo: | The development of this work had as its general objective the identification of the main causes of the registration of 1,077 Work Accidents in the City Hall of Uberlândia, in the period from 2018 to 2023, which occurred in the administrative domains of all 19 Municipal Secretariats, in their entirety, as a public body, as well as, also, to present and discuss the effectiveness of the management of internal procedures, in a continuous managerial challenge to reduce Work Accidents, which were, on average, 200 per year, in the mentioned period. In order to manage information on Work Accidents, maintain responsibility and respond to the applicable technical matters, it was highlighted that there is a need for the Specialized Service in Safety and Occupational Medicine (SESMT) to know all the production processes of goods and services of the City Hall of Uberlândia and to apply the technical procedures developed, used and improved in the managerial routine of the health and safety of the City Hall's employees, who were victims of work accidents. In the 19 Municipal Secretariats, there were approximately 14,000 public employees in December 2023, producing goods and services, exposing themselves to the most diverse types of influences on their health, with the possibility of Work Accidents being one of the main concerns of their professional world as municipal public servants, the focus of this work. This study was developed by analyzing numbers, trend graphs and behavior of management indicators obtained in the work routine of the SESMT of the Municipality of Uberlândia, State of Minas Gerais, registered in the Human Resources Management System (GRH). In a total of 1077 work accidents, 837 (77.72%) were typical accidents and 240 (22.28%) were commuting accidents. It was observed that the largest number of typical accidents is due to falls, in a total of 293 accidents, of which 235 (80.20%) were permanent employees and 58 (19.80%) were contracted employees. In order to establish a conceptual theoretical basis, the first objective was to carry out a descriptive research in a bibliographic review pertinent to the subject of Work Accidents, including highlighting internal procedures and presenting in the second objective the realization of an exploratory research with a detailed analysis of the causes of accidents that occurred with municipal employees in the management domains of the City Hall, in the period from 2018 to 2023, registered in the Human Resources Management System (GRH), of the City Hall, in accordance with the General Data Protection Law (LGPD), regarding the disclosure of non-sensitive information and authorized by this public body. It is no coincidence that the period was chosen to compare before the pandemic the years 2018 and 2019 with the period within the pandemic 2020 and 2021 and now, more recently 2022 and 2023 two years post-pandemic. When analyzing the numbers that occurred in the timeline, it can be stated that in the first phase before the pandemic there were more than 200 accidents in the year, with around 13,000 permanent employees, totaling more than 1.5% of injured workers. In the official period of the pandemic of 2020 and 2021, there was a drop to less than 1% of injured workers, and after, there was an increase to approximately 1.5%, with the PMU having 14,000 employees. In this work, the needs for improvement were identified and presented to the management of worker health, information management and management. |
