Financiamento à inovação e interação entre atividades científicas e tecnológicas : uma análise a partir do PAPPE

Resumo: This work aims to analyze a Brazilian public financing line to innovative projects, created in 2003, the Program to Support Research in Enterprises (PAPPE) Portuguese: Programa de Apoio à Pesquisa em Empresas. Coordinated by Funding Authority for Studies and Projects (FINEP) Portuguese: Financiadora de Estudos e Projetos and executed by the Research Foundations it has a decentralized operation. The study is justified by the National Innovation System approach and Triple Helix Model as a public police in innovation support, strengthening the relations between firms and academia, favoring the creation and transmission of knowledge and learning, key elements to innovate. A survey entitled PAPPE Interaction Portuguese: Interação PAPPE was developed to evaluate the contributions of the program. The first stage consisted of an online questionnaire with participants companies in different Brazilian states, intending to characterize them and identify the results on the creation of innovation, cooperation and other impacts on the performance of the firm. The second stage with some participants of the first stage consisted of interviews looking for more information about the project developed, difficulties and results. In general, enterprises that had projects approved in the PAPPE are relatively young and cooperatives, especially with suppliers, customers/clients and universities. The main results are the creation of new product to the national market and new process to the sector. The study also showed the different relations of the Project approved with other public financing lines, with emphasis on strengthening long-term industry-university interactions.
