Resumo: After decades pursuing stabilization, Brazilian economy experienced an accelerated economic growth in 2000’s. But that growth was not so sustainable as we wondered: the economy slowed down severely since 2011 and the 2015-2016 recession was severe. Between 2011 and 2014 the called New Economic Matrix was implemented in Brazil. The specialists, however, disagree about what was this episode of Brazilian economy, many times reducing the concept just to a set of tools adopted by the government. To understand how the New Economic Matrix was constituted, what are its theoretical roots and what it is, we described two ideal economic policy models: the mainstream and the post-keynesian ones, and a brief explanation of the developmentalism. After describe all the policies adopted and notice their interventionist and voluntarist character, without a clear system of relationship between the micro and macroeconomic variables, we can affirm that the New Economic Matrix is a set of incomplete unsystematized ideas, originated by Dilma’s belief that the State could be a transforming agent and would get the confidence of other sectors of society to reach her goals of economic growth and increase of the productivity. Those adjectives don’t allow us to define the New Economic Matrix as anyone of the theoretical models.
