Resumo: Regarding to power quality issue, the electrical impact assessment due to connection of disturbing installations at power system are essential for the power supply. Among the existing disturbances, the analysis of voltage fluctuation phenomenon presents some deficiencies, since such phenomenon is still evaluated by neglecting the inter-harmonic components. Nowadays, taking into account the voltage fluctuation phenomenon, the requirements for connection of fluctuating loads are performed according to IEC 61000-3-7 guidelines and by considering the IEC 61000-4-15 protocol, which is also called as IEC flickermeter, and it is responsible for quantifying the effect of voltage fluctuation. When the voltage fluctuation is correlated to inter-harmonic components, it can be noted some limitations of flickermeter IEC. The electrical impact assessment at the system becomes even more limited if the analysis is associated to steelmaking industry, employing electric arc furnaces. Such fluctuating loads are the main causes of voltage fluctuations. However, because of their dynamic and stochastic process, it is hard to characterize them. Taking into account such scenario, this research provides advances to perform a more adequate voltage fluctuation assessment than the existing ones. Therefore, it is presented two main contributions for the literature. Firstly, it is proposed a straightforward, useful, and accurate computational model of electrical arc furnace. Then, it is proposed a more accurate methodology than IEC flickermeter for evaluating and quantifying the effect of voltage fluctuation.
