Resumo: This work encompasses a study o f the telecommunications industry with an emphasis on the cellular telephone market based on an understanding o f the aspects that have promoted the development o f technological innovations, as well as instituional and market changes in this sector. To further this understanding, Neo-schumpeterian and Resource Based View (RBV) approaches were used, which in theoretical structure carry fundamental concepts for clarifying the dynamic aspects inherent to the telecommunications scene. As such, throughout this work, the concepts o f technological innovations and their suitability, technological trajectories and their path dependencies, essential abilities in constructing competitive advantages and the strategies implemented in an environment marked by uncertainty are discussed. The concepts constitute the analytical basis for the study o f the case to be presented, the object in focus being CTBC Celular, the company providing mobile cellular telephone Service whose area of activity includes Minas Gerais, Mato Grosso, Goiás, and São Paulo. The effort o f analysis, nevertheless, focuses on the changes o f strategy adopted by CTBC Celular in the face of changing regulatory demarcations and continuing technological innovations. This analysis follows Neo-schumpeterian theories due to the characteristic dynamism o f this market, and a Resource Based View focusing on existing entrepreneurial capabilities.
