Resumo: This dissertation proposed to know and identify the space that Special Education occupies in the Political Projects Pedagogical of the municipal schools, Elementary School, of the city of Uberlândia – MG, in the period of 2013-2016. As for the methodological aspects, this research is qualitative, based on dialectical historical materialism, it was accomplished through documentary research (Pedagogical Political Projects of the schools researched, laws, guidelines, regulations and other documents that direct Special Education). The present research is divided into three chapters: the first, “Special Education as Public Policy” presents the Special Education in the national scenario of educational policies; the second chapter, “The Political Pedagogical Project in the democratic school management of Special Education”, presents an analysis of the PPP for democratic management of the school, its definitions, concepts, essential elements for its construction, as well as criteria to guide Special Education in the school; the third chapter, “The implementation of Special Education in the Educational Projects of the Municipal Schools of Uberlândia - 2013/2016”, shows the subsidies that the Municipal Department of Education made available for the re-elaboration of the PPPs of the schools, as well as analysis of Special Education in the chosen PPPs. Finally, the final considerations return to the driving questions of this research, such as, for example, what space does Special Education occupy in the Pedagogical Political Projects of the municipal schools of Uberlândia.
