Resumo: This work seeks to analyze the period prior to the election of Collor de Mello and his resignation in 1992. The President's own speeches and interviews are used to analyze the theoretical and practical scenarios of the senses of political responsibility and the theory of emotions lent to the game of representative democracy. The cataloged discourses and interviews will be used to analyze the volatility of Collor's speeches vis-a-vis the political moment, the target public and the institutional demand, in an attempt to understand the argumentative practices that underpin the democratic-representative regimes in the face of the Institutionality/Rationalism and Populism/Emotions binomial, shifting the concept of legitimacy to the concept of rhetoric. In this way, we seek to answer the following question: how, Fernando Collor's speeches portray the transient political subject between emotions and rationalism in democratic-representative systems and political responsibility. The work is structured in three chapters, the first one is a narrative reconstruction of events that begins with the election period of 1989 until Collor's inauguration in March 1990. The second chapter will follow the period beginning with possession until the beginning of the first denunciations against the President and finally the third chapter will take care of the year 1992 until the resignation of Fernando Collor de Mello to the Presidency of the Republic. Between the first and second chapters we took the liberty of performing an "interregnum," which we call the media, in which we closely analyze the figure of Collor, constructed by the volatility of perceptions and / or interests of the media during the period between the December election 1989 and possession in March 1990. The adopted methodology seeks a transdisciplinary dialogue between the humanities and applied social sciences in order to present a new vision of the Collor administration period, dialoguing with classical and insurgent theories of the respective scientific fields.
