A reestruturação do cargo de analista pedagógico na rede municipal de educação de Uberlândia: análise do impacto da intensificação do trabalho desse profissional

Resumo: This research focuses on the transformations and intensification of work among pedagogical analysts in Uberlândia's municipal network. The study highlights that, since 2004, with the changes in legislation and public contests of Uberlândia's Municipal Education Secretariat (SME), there has been a significant modification in the nomenclature and duties of the pedagogical analyst position, including the merging of functions and the constant addition of new tasks and terminologies. The research problem centers on the question of how the restructuring of the role, starting from the reformulation of the Job and Careers plan of 2014, altered the work of these professionals and what were the implications of these changes. The guiding hypothesis suggests that the legal changes resulted in new and more tasks, leading to the intensification and precariousness of the work of pedagogical analysts. The focus is to analyze the class of these specialists, dialoguing with authors who discuss work and education such as: Marx (2010), Antunes (2009, 2011), Braverman (1980), Previtalli and Fagiani (2015), and Saviani (2007). The methodology used is based on dialectical historical materialism, including literature review and analysis of legal, national, and municipal documents related to the teaching career and the professional being analyzed. The overall goal of the research is to analyze the restructuring of the pedagogical analyst's position, using as a basis the Law of Directives and Bases of Education (LDB) and the National Curricular Guidelines for the Pedagogy course, observing the significant changes in municipal legislation since 2004. There are also specific objectives, such as the analysis of the dialectic between work and education, the emergence of the professionalization of school supervision, and the changes in this function on the national scene, and the aspects that contributed to the intensification of the work of the pedagogical analyst. The literature review involves discussions about work in capitalism, the productive restructuring of work in the face of the neoliberal project and New Public Management (NPM). The documentary analysis is based on national and municipal legislation, including Laws of Directives and Bases of Education, decrees, resolutions, Plans of Jobs and Careers of Education of the municipality of Uberlândia-MG, and the notices of public contests.The research results demonstrated that the restructuring of the Pedagogical Analyst role in Uberlândia's municipal network, resulting from changes in legislation and the career plan since 2004, has intensified the demands and challenges faced by these professionals. This transformation significantly impacted both the quality of education and the well-being of these individuals.
