Valoração econômica dos impactos da alteração da qualidade da água sobre a produção pesqueira do complexo estuarino de Santos, São Vicente e Bertioga, litoral de São Paulo/Brasil

Resumo: | The study proposes a diagnosis of water quality and fisheries productivity at the Estuarine Complex of Santos, São Vicente and Bertioga, as a requirement for the economic valuation of water pollution impacts in fishing productivity. Thus, in the study period (2009-2014) were identified 07 water quality parameters (dissolved oxygen, total organic carbon, total phosphorus, total ammonia nitrogen, nitrite, nitrate and thermotolerant coliforms) that occurred more frequently in disagreement to the conditions or quality standards set by CONAMA Resolution 357/05. For data collection of fishery production were used 15 species of the local ichthyofauna divided into 9 groups (white mullet, snooks, Caitipa mojarra, Brazilian mojarra, lebranche mullet, whitemouth croaker, largehead hairtail, sea catfishs and weakfishs). Relating the water quality with fishery production data through multiple linear regression analysis, it was found significant values for dissolved oxygen parameters, total phosphorus (positive relationship) and nitrate (negative relationship). Regarding the environmental valuation, it was valued only the DUV component (Direct Use Values) by the valuation of fishery production variation in relation to water quality variation. For this, we used the Marginal Productivity Method (MPM) of the dose-response function, allowing to get the variation in monetary losses between US $ 35,198.33 and US $ 777,581.07 for the study period. It is noteworthy that the obtained values represent only a portion of the valuation of the economic and environmental loss in the fishing activity (part of DUV) and therefore the economic valuation is underestimated. It should be noted that, although it has not reached the total amount corresponding to all the impacts caused by poor water quality, given the limitations of the methods and study period, it is understood that the obtained values represent the minimum environmental monetary loss. Since even underestimated, the data reflect how the pollution of this aquatic ecosystem may cause monetary losses and negative externalities to the population and the environment. It was considered that this environmental economic result is an important factor to sensitize public managers in making decisions on actions that promote prevention and environmental improvement of the Estuarine Complex. |
