A crise na educação estadual paulista como forma de administração - uma leitura a partir da relação entre a política de avaliação e a imprensa

Resumo: | The central problem investigated in this study is expressed in the following question: have the ways of dissemination of the results of Saresp by the press contributed to the production of an estate of crisis in São Paulo’s public school system? In what way? The main hypothesis lies on the idea that the way these results are disseminated contribute to the constitution of an increasingly and widespread opinion that the public school is an institution in permanent crisis. From this central problem, the following questions were also unfolded: a) Have the government and press statements about the Saresp results corroborated to the imposition of extrinsic standards to the educational logic, denoting the adjustment to the demand of the productive system?; b) have the ways in which the results were presented in the official reports and in the press contributed to justify the interventions proposed by the Secretary of Education of São Paulo (SEE / SP) ?; c) has the dissemination of the results of Saresp in O Estado de S. Paulo, as well as the initiatives proposed by SEE/SP highlighted the persuit of equity or have stimulated competitiveness among schools? How? It was considered as source of analysis the publications of the newspaper O Estado de S. Paulo that aimed to disseminate and analyze the results obtained by the state schools of São Paulo, in the period between 1995 and 2007, in conjunction with the official reports of SEE/SP. The sources were analyzed through the conceptions of the authors of the Critical Theory of Society, in particular by Herbert Marcuse. The results of the research demonstrated that the use of some expressions on the newspaper publications ratify the common sense about the quality of the public school, converting them on a proof of a state of crises in the educational system of São Paulo. In the official reports, the accountability for the results were related to the individual’s characteristics and the schools themselves. Both reports demonstrated, that due the finding of the crisis, SEE/SP provoked changes in the state system converting Saresp into an administration policy. In these statements, the established objectives and goals are approximated to the productive system rather than to the educational logic. |
