Resumo: The protest cycle that took place in Brazil from June 2013 to August 2016 was followed by a campaign against police violence in protests and other State policies that aimed to limit protests (such as laws, draft bills, and legal measures). Twenty-six international actions directed to the UN and the Interamerican Human Rights Commission were part of this campaign. The question that guided this research is how and why activists decided to access the international system in the course of this campaign. To answer this question, this research used information gathered in a database and collected on interviews with activists that were part of these actions. We argue that activists used the opportunities from international institutions to accomplish two main objectives: to pressure the Brazilian state to stop human rights violations and to make international authorities regulate the right to protest in the international system. The reaction of national and international authorities will also be approached, as well as the result of these actions. The main theorical reference from this research is Sidney Tarrow, who has expanded the contentions politics studies to beyond the limits of the national state.
