Políticas públicas de assistência estudantil na educação superior: desafios e perspectivas de duas universidades federais do Rio Grande do Sul em tempos pandêmicos

Resumo: This Doctoral Research was carried out at the Postgraduate Program in Education, Universidade Federal de Santa Maria (UFSM), and aimed to analyze the extent to which public student support policies, implemented in two Federal Universities in the interior of Rio Grande do Sul, in times of pandemic, guaranteed the permanence of students in socioeconomic vulnerability. The research was qualitative, exploratory, with a historical-critical methodology, based on the method of historical-dialectical materialism. For the construction of the data, we used document analysis, the application of online questionnaires with students in socio-economic vulnerability in the face-to-face graduate courses at the UFSM and the Federal University of Pampa (UNIPAMPA) and semi-structured interviews with the Deans of Student Assistance responsible for the implementation of student assistance policies in the two institutions. The impact and social relevance of the research was based on the results and reflections from the applicability of the public policy created by the Federation to its implementation on the ground in the universities, from an analytical perspective that used the analytical categories of totality, historicity and contradiction. The construction of the data made it possible to understand the perception and evaluation of the subjects who are on different sides of the student assistance policy: students and managers, about the same object. The thesis resulting from this research is that public policies of student assistance in higher education do not alone guarantee the permanence of socioeconomically vulnerable students, but rather the way they are organized, planned and implemented in universities, as well as the impact they have on the academic career of the students involved. The results also showed us that the requirements vary according to the region in which the campuses of the higher education institutions are located, as well as according to the needs of the students. However, the implementation of certain actions and programs can vary according to the financial resources available, the peculiarities of the academic community, and the way in which the manager understands public policy and student support.
