Resumo: The micro and small enterprises are taking a high importance position on the global scenario, influencing directly on the production of employment and income and on the regional development. Even being faster, flexible, innovator and willing to take risk they are more fragile, they don t have their own enough capital, little experience on management and difficulty on doing business. As a way to reduce the precocious high death rates of these enterprises and also to bring to the community the innovations created in the academy, arose the incubators that offer an environment specially planned to support the arising of competitive enterprises. From this scenario, this research has as the objective to do a survey of the internal and external factors considered important to the creation of competitive enterprises and verify what effectively the incubator offers, using as focus the Technological Incubator from University Center Feevale. Having as base the models of analysis of competitiveness from Ferraz et. al (1995) and Porter (1986) was done a questionnaire with twenty five variables. From these variables, the entrepreneur should choose what s the importance for the competitiveness of his enterprise and what s the role of the incubator for the carrying out of this variable. From this research we could conclude that there is disagreement between what s important for the enterprises and what s really offered by the incubator. This is evident in the fact that the internal variables are considered by the enterprises as important or very important and the incubator is contributing for its carrying out. Whereas the external variables are considered important or very important and the incubator doesn t contribute or contributes little on this for its carrying out.
