Resumo: The constant evolution of Information and Communication Technologies makes universities increasingly dependent on these technologies, which play a fundamental role in decision-making and strategic planning. In this scenario, this research focuses on Value Co-creation through products and services in the context of the Information Technology Master Plan (PDTI) of Federal Universities in southern Brazil: UFSM, UNIPAMPA, and UFFS. The overall objective is, therefore, to investigate the process of elaborating PDTI in public universities in the southern region of Brazil, analyzing how the approaches adopted by them influence Information Technology initiatives and the practice of Value Co-creation. Specific objectives include: (i) understanding the process of elaborating PDTI; (ii) evaluating the process of elaborating the Information Technology Master Plan at Universities, identifying similarities and differences in methods and approaches, and observing the involvement of stakeholders; (iii) evaluating faculty satisfaction with Information Technology products and services; and (iv) analyzing faculty perception of value co-creation in the context of the Information Technology Master Plan. The research is justified by the maturity of the PDTI development process in universities and the need to understand Value Co-creation in this specific context. The study uses a methodological approach that combines qualitative and quantitative methods. Research characterization involves the study of Universities (UFFS, UFSM, and UNIPAMPA) and analysis of PDTIs. The population and sample consist of professors from these institutions. The data collection instrument is a structured questionnaire that was administered between August and September 2023. Data collection procedures include the distribution and collection of online questionnaires, approved by the Ethics Committees of the institutions involved. The research results include the identification of PDTI elaboration processes in universities and the analysis of collected data. They highlight the importance of stakeholder participation, including faculty, students, and administrative staff in education, in the PDTI elaboration process.
