Resumo: This research aimed to identify the factors that influence the execution of works within the Federal University of Santa Maria. To seek to achieve the proposed objective, at first, the need to study the sectors involved in the provision of infrastructure services and their directions was aligned. With the review of the literature about public works and their obstacles and the concrete definition of concepts and parameters necessary for the execution of works, we started with the field research, with the formalization of a structured questionnaire and interviews with the technical staff of the Pro-Rectory of Infrastructure at UFSM, as well as with the managers of the Centers of Infrastructure Centers, all related to the works processes within the scope of the University. After collecting the data with the participants, it was possible to separate the information, analyzing and qualifying them. For the analysis of the results, the content analysis method was adopted, following its steps. The analysis of the results, together with secondary research with the study of UFSM administrative reports, allowed to fulfill the other proposed objectives, such as the verification and discovery of the recurrent problems found in the completed works at the institution. Among the difficulties pointed out in the interviews, reports and internal documents, there was a great need for early repairs and renovations in the university works, which indicated weaknesses in the workflow, starting with the integration of projects, inspections during the execution of works, requests from one department to another, as well as charging the contracted companies that perform the service, through bidding, as a rule. Faced with such problems, the cost of public funds for UFSM with its works ends up being higher than expected, constructions end up needing renovations and repairs much earlier than expected, often due to poor execution, lack of follow-up or poor detailing of the projects. In view of this, the work indicates the greatest difficulties in the work process linked to the works, bringing improvement strategies in the management and workflow of the responsible sectors, seeking to achieve greater quality in the completed constructions and greater satisfaction of its users. Finally, with this study, we seek to contribute to the institution, through the presentation of the methodological proposal for improvement in the monitoring of works within UFSM, which seeks to help reduce problems related to campus infrastructure, suggesting updates in workflows, from projects to the use of buildings in a satisfactory and uneventful manner. The main factor is the academic community receiving works that are safe, well finished and with lower rates of defects.
