Resumo: | The research addresses sustainable consumption and technological innovation in thecontextof threats to global food security, the opportunities of the fourth industrial revolutionandthechallenges for traditional regulatory law in the face of the speed and breadththattechnological innovations emerge and reach today. In this context, the objectiveistoinvestigate how the new regulatory sandbox can be used to accelerate sustainabilityintheBrazilian food system, contributing, reflexively, to food security, without, however,reinforcing technological innovations that, despite increasing productivity (such as thoseofthe green revolution), accentuate the unsustainable consumption of nature's resources and/orare directly or indirectly harmful to humanity itself. Therefore, the research problemisformulated as follows: What are the limits and possibilities of using the regulatorysandboxtoaccelerate sustainability in the Brazilian food system?To this end, the followingspecificobjectives are: to investigate the problem of global food insecurity, its relationshipwithtechnological innovations and the sustainable consumption of natural resources andtheroleofBrazil in this context; identify the characteristics, opportunities and challengesoftechnological innovations arising from the fourth industrial revolution for regulatorylawinBrazil today, as well as discuss the new legal instrument in focus; discuss howthe principleofsustainable regulation and cooperation with innovation ecosystems with the essenceofaquintuple helix can be considered guidelines for the use of the regulatory sandboxtoaccelerate only truly sustainable technological innovations, especially in the Brazilianfoodsystem. The research methodology consisted of the methodological quadrinomial of approach,basic theory, procedure and technique. The research is bibliographic and documentary, havingbeen prepared from records, extended summaries, collection of public data availableontheinternet and others, and had systemic-complex premises as its theoretical matrix. As aresult,it was found that the regulatory sandbox is a modern regulatory instrument capableofaccelerating technological innovations, especially those oriented to the sustainabilityoftheBrazilian food system, as long as it is implemented, mandatorily, in accordance withtheprinciple of sustainable regulation as a fundamental right to good health. public administration,and, optionally, in cooperation with innovation ecosystems that present characteristicsofafive-fold helix innovation system, to take advantage of technological opportunities alignedwith the objectives of sustainable development from its origin. |
