Resumo: Universities and research institutes are agents that work to promote national socioeconomic development, through research that empowers human resources, produces and disseminates knowledge. In this context, the relationships that institutes establish with other entities of innovation ecosystems are important for their good performance. Therefore, research institutes are important in helping the development of the industry and demonstrate a strategic role in the process of developing technological innovations and economic success of several industrial companies that compete for domestic and global markets. In order to meet the demands of the projects that take place in research institutes, an efficient management model is needed, which increases competitiveness. Firstly, a systematic review of the literature was carried out with the objective of presenting the scientific panorama on this subject. For the elaboration of this scenario, an ex-ante research question was defined and a research protocol was systematized, consistent with the required methodological rigor, resulting in the composition of the research corpus. The dissemination of knowledge was analyzed in two phases, one with a detailed synthesis of the general characteristics of the corpus and the other with an in-depth analysis of categories of analysis that emerged from the study theme. The relationships that make up the research corpus were generated using the standard layout optimization software: HistCite, VOSviewer and Iramuteq. The results of this stage show that the role of research institutes, through the transfer of technology, is strategic for industrial development and, consequently, for the competitiveness of national innovation systems. However, for this, it is essential that the institutes present an efficient management model. The purpose of this dissertation project is to propose a purchasing management model for research institutes, having as unit of analysis the Institute of Intelligent Networks (INRI), which is linked to the Federal University of Santa Maria and conducts research, development and innovation. In this sense, the present research identifies and maps the processes of purchases through Bizagi software, based on the notation Business Process Model and Notation. It was possible to identify the main problems and opportunities for improvement of the processes and, thus, the requirements for a purchasing management system were raised. Thus, the mapping of software for the management of purchases in research institutes has been proposed. In order to reach the research objectives, the identification of the processes through direct observation, unstructured interviews and action research were adopted as methodological procedures. At the end, the software was implemented in the analysis unit, presenting a discussion above the results achieved. The presented model was tested and implemented in the Instituto de Redes Inteligentes after making the necessary adjustments. In addition, the proposed software will serve as the basis for the management of purchases in other subunits of UFSM and in other institutes.
