Resumo: This research has as a proposal to develop an administrative model to back the process of granting scholarships and the choice for the ProUni - A Program which suggests a University access for everybody. To qualify for the program several steps must be followed, taking into consideration the wishes and necessities of students through the QFD method (Quality Function Deployment). The ProUni program is financed by money Private Institutions should otherwise pay the Federal Government in the form of taxes. These scholarships granted to students who finish High-School may be full or partial. To modify that reality a new model is being proposed for full scholarships, suggesting a 75% scholarship and a new kind of scholarship which makes use of Public debts of short, medium and long run. This model permits for the Ministry of Education to invest beyond the fiscal renouncement, reducing the idleness existing in private institutions and permitting a greater number of students to obtain scholarships and to request financing within the same process. After mapping the present-day model of scholarship and the selection model proposed by ProUni, a proposal of a new model has been developed and a new managing model of this process has been proposed.
