Resumo: | Background: The introduction of the Oral Health Team (ESB) in the Family Health Strategy (FHS) has constituted in a challenge for the reorganization of the primary health care. In most cities of Brazil this model coexists together with the traditional model of health care. Aim: The objective of this dissertation is to present an article about the changes happened with the implementation of the new model of oral health care in a FHS in a city of RS, under the dentists, users and managers perspectives. Methods: The study is a qualitative research. Data collection was conducted through interviews that followed a script semistructured. The guiding questions were related to the perception of oral health activities and work process in the two models, and transition to the new model. Data analysis was guided by the hermeneutic-dialectics. Results: The new model of care is characterized by increased provision of clinical care due to increased workload of the professional, but it still reproduces the traditional emphasis on the activities of aid. The professional oral health shows profile focused predominantly for clinical practice. The users seem not to understand the FHS. For the managers, the model s change was only in name and there was no preparation for implementation. Conclusion: This study suggests that the new model of care is not consolidated as a proposal of reorganization of health care in view that reproduces characteristics of the traditional model. |
