Projeto ético-político do Serviço Social: materialização na saúde no município de Aracaju/SE

Resumo: The objective of this study was to analyze how the Ethical-Political Project of Social Work in Health, Primary Health Care (APS), in the city of Aracaju / SE, has been carried out. The objective was to map the demands and responses of social workers in the Family Health Units (USF's) of Aracaju / SE; identify the objective conditions in which such intervention occurs; to know the articulation between the action of the social workers in the USF's of that municipality and the materialization of the Ethical-Political Project of the Social Service. The research is embodied in the dialectical historical materialism, since it provides the unveiling of the mediations between appearance and essence, in order to allow the apprehension of the object of study in the perspective of concreteness and totality, enabling the researcher to overcome the conservative analysis. It is a research of the exploratory type, of a qualitative nature, using bibliographical sources based on literature review, such as: books, articles in periodicals, theses, among others; documentary sources that are directed to the object of study, such as: Code of Ethics of 1993, Law of Regulation of the profession (Law nº 8662/1993), Curricular Guidelines of 1996, among others; as well as an empirical source, once an individual interview was conducted, using the semi-structured interview technique. In this way, the field research was carried out with eight social workers who work in health policy, namely in the USF's of Aracaju / SE. The analysis of the data allowed to verify the results of the present research, among which the following stand out: some demands are not consistent with the legal apparatus of the profession; the professional responses to the demands are permeated by the immediacy, which permeates the social reality in which the professionals are inserted, limiting the professional performance in the perspective of the Ethical-Political Project of the Social Service; the conditions of work are crossed by several impasses that are consubstantiated with the refutations of the counterreform of the State in health policy, which also present themselves as challenges for the professional performance of social workers, in view of the materialization of the Ethical-Political Project. These include: insufficient financial and material resources to carry out activities in PHC; poor quality of health services, such as queuing, bureaucratization, difficulties in scheduling exams, among others. In this context, finally, it is inferred that the materialization of the Ethical-Political Project articulated to the professional performance of social workers is permeated by limits, and these professionals are challenged to seek strategies that broaden and strengthen the consolidation of the principles of the professional project of Social Work.
